Answer

Can blinking cursors trigger seizures?

Potentially. WCAG recommends keeping flash rates between 0.4-2.5 Hz and allowing users to disable blinking.

Photosensitive seizures can be triggered by flashing content above 3 Hz. The standard cursor blink rate (~0.9 Hz at 530ms) is within the safe range, but users should still have the option to disable blinking entirely.
