The Windows default is 530ms on, 530ms off (about 1 blink per second). The adjustable range is typically 200-1200ms.

This ~1 Hz rate has become an industry standard. It's fast enough to be noticeable but slow enough not to be distracting. Different operating systems have slightly different defaults.
