Go to Settings > Accessibility > Text cursor, then turn on the text cursor indicator and choose your preferred color.

Windows 11 added a colored indicator that makes the cursor easier to spot. You can choose from preset colors or pick a custom color. The indicator adds a colored line above and below the cursor.
