Go to Settings > Ease of Access > Text cursor. You can also modify the CaretWidth DWORD value in the Registry.

The slider in Settings lets you choose from 1 to 20 pixels wide. For more precise control, edit HKEY_CURRENT_USER\Control Panel\Desktop\CaretWidth in the Registry Editor.
